In recent years the connection between development and arms control has become an important issue for both fields. For the specialists in the area of arms control, it is clear that social, cultural and economic conditions drive the demand for weapons. For organizations involved in community development, current levels of armed violence have a negative impact on their efforts.

This report covers dialogue and presentations made at A Dialogue in Ottawa: Linking Development Programming and Armed Violence Reduction, a roundtable coordinated by Project Ploughshares for the Small Arms Working Group of the Canadian Peacebuilding Coordinating Committee. The round table aimed to explore Canadian policy and practice and to summarize the challenges of advancing development under the threat of armed violence.
