The Rio de Janeiro State Assembly passed a new law today, severely
restricting the sale of small arms to civilians. In Brazil, weak
legislation has facilitated the sale
of small arms, making guns readily available to the public. The

Devastating

Representatives of the World Council of Churches (WCC) at a United
Nations (UN) meeting in New York this week have reported that a
consensus is developing for a wide-ranging but weakened UN document
on control of small arms. The document will be acted on at
the Conference on the Illicit Trade in Small Arms and Light Weapons
in All Its Aspects, to be held at UN headquarters in New York 9-20
July.
Heading the WCC delegation, Ernie Regehr [Director, Project Ploughshares,
Canada] said the draft Programme of Action ... had been "extensively
revised" in the light of debate at the previous prepcom. It
is now briefer and, because of the need to act by consensus, weaker
in some important respects such as in addressing the humanitarian
impact of small arms and applying international controls on trade.

prepare for UN Conference on Illicit Trade in Small Arms
The World Council of Churches (WCC) wants delegates to a forthcoming
United Nations (UN) conference to recognize the human significance
of damage done by uncontrolled small arms and light weapons, says
Dinis Salamao Sengulane.
An Anglican bishop from Mozambique, Sengulane was in New York to
observe the work of a committee preparing for a UN Conference on
the Illicit Trade in Small Arms and Light Weapons in All Its Aspects.
The UN conference will take place this summer in New York, and Sengulane
and Ernie Regehr of [Project Ploughshares] Canada were representing
the WCC's Commission of the Churches on International Affairs (CCIA)

The two-and-a-half day conference was designed to encourage wider
discussion on the issue of small arms proliferation, promote awareness
and determine the possibility of a moratorium in the region. The
NAIROBI DECLARATION
on the Problem of the Proliferation of Illicit Small Arms and Light
Weapons in the Great Lakes Region and the Horn of Africa provided
a useful platform for discussions and a point of reference. The
small arms issue was examined from a variety of distinct perspectives,
including those of the ecumenical community, humanitarian organizations,
the private sector, legislators and policy makers, as well as the
international community.
