a Culture of Accountability: Reporting by States Party to the Treaty
on the Non-Proliferation of Nuclear Weapons

In response to the obligation agreed to in the 2000 Final Document,
States parties to the Non-Proliferation Treaty are called to submit
regular reports on their efforts to implement Article VI of the
NPT nuclear disarmament and the eventual elimination of nuclear
weapons. This paper is an analysis of reporting by States parties
at the 2002 and 2003 Preparatory Committees for the 2005 NPT Review
Conference, examining the various forms of reporting, their content,
scope, format, and use.

Launch on Warning

This paper outlines the policy called "Launch on Warning",
currently held by both Russia and the United States, and argues
for its abandonment. Under this policy it would be standard
procedure to retaliate with rocket-mounted nuclear weapons to
the warning of a nuclear attack, without waiting for first impact.
This policy risks nuclear war from a false warning which might be
due to coincidence of radar, sensor or computer glitches. (April,

In September 2000, The Simons Foundation in partnership
with Project Ploughshares convened a Consultation on NATO Nuclear
Policy, National Missile Defense, and Alternative Security Arrangements.
The Consultation brought together civil society experts, Canadian
government officials, and a number of representatives of other countries
to discuss the key nuclear weapons issues facing Canada and the
North Atlantic community and to explore and articulate proposals
in support of nuclear disarmament and alternative security arrangements.

Although nearly derailed by a lengthy stand-off between the U.S.
and Iraq, the 2000 Non-Proliferation Treaty Review Conference (April
24-May 20) took a big step forward through securing from the Nuclear
Weapons States (NWS) "an unequivocal undertaking to accomplish
the total elimination of their nuclear arsenals." (July, 2000)

On March 30-31, 2000, nine ballistic missiles experts from Germany,
Norway, Russia, and the United States met in Ottawa to discuss the
impact of the National Missile Defense program proposed by the United
