Kenneth Epps

Areas of expertise: small arms and light weapons; the international arms trade; Canadian military industry and exports; armed violence reduction and development.
Kenneth Epps is Senior Program Associate at Project Ploughshares. Since joining Project Ploughshares in 1986, he has conducted research and policy analysis on issues related to small arms and light weapons, the international arms trade, and Canada’s military industry and he maintains a unique database on Canadian military production and exports. For 20 years he also was the contributing editor of Project Ploughshares’ Armed Conflicts Report. Kenneth has participated as NGO advisor on Canadian delegations to United Nations conferences on the Programme of Action on Small Arms and since 1999 he has been the Project Ploughshares representative on the international NGO Steering Committee promoting a global Arms Trade Treaty.

Program Associate Maribel Gonzales joined Project Ploughshares in April 2008. She manages the Building Peaceful Communities in the Caribbean project, a project to reduce armed violence in the Caribbean through research, training, raising public awareness, and policy reform. Maribel also coordinates the Small Arms Working Group of Peacebuild, the Canadian peacebuilding coalition, in a program of policy engagement with civil society and the government to prevent the proliferation and misuse of small arms and light weapons. She previously worked with the NGO, Development Workshop, on humanitarian assistance, peacebuilding and development projects in Angola.

Cesar Jaramillo joined Project Ploughshares as Program Associate in September 2009. He manages the Space Security Index project (SSI), a program of research and analysis on key trends and developments in space security, and is managing editor of the SSI’s annual report on space security. Cesar also participates in implementing Ploughshares’ nuclear disarmament initiatives. In 2009 Cesar graduated from the University of Waterloo with an MA in Global Governance. Prior to joining Project Ploughshares, Cesar has worked has a journalist, translator, interpreter, teacher, and researcher.

Areas of expertise: nuclear disarmament and non-proliferation; conventional arms transfers and control policies; regional conflict; the Responsibility to Protect.
Ernie Regehr is a founder and former Executive Director of Project Ploughshares, and currently serves as Senior Policy Advisor. He is also an Adjunct Associate Professor in Peace and Conflict Studies at Conrad Grebel University College, University of Waterloo, and a Fellow at the Centre for International Governance Innovation. Ernie has served as an NGO representative and expert advisor on numerous Government of Canada delegations to multilateral disarmament forums. His publications include books, monographs, policy papers, parliamentary briefs, op-eds, and the blog, Disarming Conflict. He is an Officer of the Order of Canada and awards include the 125th Anniversary of the Confederation of Canada Medal, the World Peace Award of the World Federalist Movement-Canada, and the Arthur Kroeger College Award for Ethics in Public Affairs.

Areas of expertise: peace and security in the Horn of Africa; armed violence reduction and development; religion and conflict; Canadian defence and foreign policy.
Since becoming Executive Director of Project Ploughshares in 2005, John Siebert has served as an advisor for a research project on peace and security issues in the Horn of Africa, participated in meetings in Sudan and Ottawa on building sustainable peace in Sudan, and conducted research and analysis on the relationship between armed violence reduction and development. He chairs the Governance Group of the Space Security Index project, and represents Project Ploughshares on the Commission on Justice and Peace of The Canadian Council of Churches and the Sudan Inter-Agency Reference Group. Previously John was a Foreign Service Officer with the Department of External Affairs, a Program Officer for Human Rights and Aboriginal Justice with The United Church of Canada, and a consultant to governments and non-governmental organizations in Canada and overseas.
