When Canadian churches formed Project Ploughshares
in 1976 they realized that biblically and theologically based responses
to contemporary peace and conflict issues needed to be supported and
informed by in-depth research and analysis of those very issues.
As an agency of the Canadian Council of Churches,
Project Ploughshares provides expertise and analysis to the Council
and its members on peace and security issues, and assists them in
shaping an ecumenical response to those issues.
In addition, as the call to pursue peace and justice
is given to all people, Canadian churches have situated the work
of Project Ploughshares within mainstream Canadian society and have
mandated Project Ploughshares to directly engage policy-makers,
in Ottawa as well as elsewhere, in developing the policies and practices
that will build peace and prevent war.
The cornerstone of this policy work is a solid
information base and analysis based on factual, carefully researched
information. The policies and approaches that we advance are well-reasoned
and as much as possible take into account opposing views. We recognize
that to be effective we must actively put forward credible policy
alternatives - not so much by promoting completely formed and finely
honed policies, but by participating, and helping to generate, a
milieu of inquiry that includes those responsible for policy-making
in which policy alternatives can be proposed, debated, and refined
in the presence of alternative perspectives and of policy-makers.
